One GPU fan can not spin as it is touching the power supply

I recently bought an already assembled PC and I had to temporarily take out the MSI GTX 1080ti (with 2 fans on a Mini-ITX Mainboard) to alter the system. While putting it back in I recognized that the GPU is directly touching the Power Supply thus blocking one of the fans. I guess this is normal and it has already been that way before. But to be completely sure and understand it a bit better I have the following question:
Is it ok when only one fan is spinning or would someone use some kind of spacer?

Absolutely unacceptable for a prebuilt pc mate imo.

If you'd pieced that & built it yourself you may be inclined to put up with it as it would be your own fault.

Imo either the gpu needs swappimg for a slightly slimmer model or the PSU needs swapping out for an sfx with a atx backplate adapter.

Or on an extreme front a change of case.

Worse case scenario for you is hotter temps , the front fan spinning 100% under load reducing its life expectancy & the rear fan dying completely because the motor will eventually burn out if its unable to spin when its recieving power.

You may end up with a card with 2 crapped out fans 18-24 months down the line through no fault of your own.
Your GPU should never be physically touching another component in your system outside the backplate and the PCIe pins into the motherboard. Can you post a picture of the problem? If it's the fans touching the PSU, it might not be as bad, but blocking the fan will make it run a lot hotter than it should.

I (temporarily) removed the screws which gives it a bit more space and it is still touching the PSU. The PCIe holds the lower part so close to the PSU that there is no way that the fans will not be blocked.

I contacted the reseller, they said they tested it and it should work fine when I start the PC: So I put the screws back in, started the PC and the second fan is of course not spinning.

But the system works as before. Mining (just for fun ;)) at less than 50C° and gaming at less than 60C° but with the single fan quickly turning up to 100%. I don't have the system quiet long to i thought this may be just a misconfiguration.

This is unacceptable. I use MSI Afterburner to monitor the GPU. When I start Afterburner the fan speed directly turns up to 100% which allows me to see the 60C° while gaming. But I guess without running Afterburner in the background the single fan turns up much later. Regarding the fan schedule, that should happen at 80-90 C°.

And of course the system is way to loud, two fans would probably run with 50-60% fan speed while mining/gaming.

I guess the next step is contacting the support again and maybe switch to a bigger case.

To me personally the practical option is return the psu , & I would be wanting a full refund on the price of that unit if they cant supply a sfx or sfx-l unit if you pay the price difference.

These units are expensive becuase of the reduced size.

Corsair,silverstone & bequiet all have decent 600w models for around $100.

Thanks a lot! Your answers were really helpful. I spoke to the support. The PC will go back to back and they will replace the case with a slightly bigger one. I will let you know about fan speed / temperature when I get it back.

Just want to let you know about the outcome of the whole story.

I had to sent my PC back and got it a few days later with a bigger case. It's working now perfectly. As expected the fans of the gpu only turn on above 60C° and they are really quiet. Thus the temperature never raises above 70C°, on heavy load it is currently pending between 59 and 65C° ~

Thanks to everyone for your help.

Regarding the shop I am really disappointed. Next time I will definitely build it myself. No matter if you buy it prebuild or not, there are always problems coming up, I prefer to save the extra costs next time.

@madmatt30 you are right, the SFX solution would have been the easiest solution... I currently have the PURE POWER 10 600W CM (https://www.bequiet.com/de/powersupply/933) and the SFX L POWER 600W (https://www.bequiet.com/de/powersupply/1151) is 2 cm smaller than my current one which would have been enough extra space for the PSU
