Pc Wont Turn On......Electrical Psu noise

Hello Everyone. I have a problem in my cpu which is Hp Dx 2400 Mini......it is not turning on, every time i plug the switch The psu light is solid green but it is making a little electrical noise which is very quiet to hear from distance.....and the second thing is if i hold the power button for like 10 15 seconds the noise gets a little more quiet and then i leave the button and press it again......The fans spins for half second and then again get off..i want to ask that
If it is the problem in PSU?
If it is the problem in Mobo?.....Please help me i need my pc running back thats the only thing i have to work on as being a graphics designer.

Hp Dx2400 mini tower
Core 2 duo 3.0 ghz
4gb ram
160 gn hard drive
 
Solution
Probably the capacitors went bad, you can check them by just seeing if they are bulged/erupted.
First try to clean whole PC with dust cleaner or something that pushes air.
Just dont let fans spin stop them with hand.

But first check this, as it may be common on older motherboard.

First i would dust the PC.

Then i would check that on motherboard (the picture).

I would replace PSU first, or try another one (if possible try another rather than buying).
