Installed a second hard drive and device manager does not see it, windows 10
it is seen in disk devices and bios, have updated drivers, nothing seems to help
No? Assuming you're correct about all drivers actually in place and is installed correctly - that is you won't see any yellow exclamation signs in device manager at all.
Have you trying "scan for hardware changes" in device manager?
Disk Management would be the place to check - you may need to initialize the drive &/or assign a drive letter.
That is exactly correct ^^^. I recently added a larger HDD to my wife's computer (secondary, not OS drive). After initializing the drive and assigning it a drive letter, I copied all of the data from her existing data drive. Then I removed the old data drive, and went into Disk Management and gave the new drive the drive letter "D", which was the previous data drive's letter.
