You should just stick with Windows 7 until the year 2020, when Microsoft's extended support ends. By then, you may be able to get a new system and install whatever version of Windows 10 is current. That will save you from having to install an OS and all of your programs/games twice.
Windows 8.1 and Windows 10 have the same minimum hardware requirements. I think Windows 10 is closer in user functionality to Windows 7. I found Window 8.1 more difficult, due charms and the other non-intuitive stuff in 8.1. Also, there's nothing wrong with staying on Windows 7 for now. It will stop getting updates in 2020.

Windows 10 with classic shell is close enough to Windows 7 for me.

You can also use classic shell for Windows 8.1 if you desire.

It replaces the "start button" with a real "start button", among other things.

Any dual core processor from the last 10 years should be able to run Windows 10.

The biggest thing I would look for would be the ram.

4 gigabytes is enough for light usage.

Just don't expect gaming to be fun on a dual core with a Geforce 710 GT.
