Internet connection speeds up and slows down

I have 4 devices in my home on a 60 megabit connection. My wife's computer and both phones run as they should my windows 10 machine runs around 5 megabits but on occasion tests at over 60 and then drops right back to 5. I have updated drivers I have unchecked the box that allows the computer to put the network adapter to sleep. I have uninstalled the network adapter and reinstalled it. All to no avail...I'm sue I'm leaving out something I have tried but any advice is appreciated.
 
Solution
If your computer is a laptop you also try moving to another part of the house. Interference can very localized and sometimes moving just 5 feet can clear up the problem.
You connect by WiFi or Ethernet? I'm guessing WiFi and something is throwing out interference. Something that is normally on (LED lamp on a dimmer?).

With WiFi the speed of your connection is negotiated depending on the quality of the signal between the AP and the adapter. If you have something in your house spitting out interference, then you might get a slow speed until that thing is turned off. Then your speed goes up again, until it gets turned on again.

Of course, if your using Ethernet then my wild ass guess is completely wrong.

I am using wi-fi but so is the other computer in the house running at full speed....I guess I'll get an ethernet cable and try that just to see if that's it, then I'll post back. Thanks for your answer
