PC slowing after every reboot.

Every time I reboot, it seems like the memory, CPU, and GPU usage increase a little bit. In games over the past couple of months, I've noticed a 15-20FPS drop from beforehand. Windows has also been pretty glitchy, desk icons moving at random and sometimes just refusing to output to a display.
I was planning on doing a fresh install of windows, but now I worry if it's the older CPU and motherboard causing it. The system takes several pushes of the power button or a restart of the PSU to boot.
I've recently reseated the GPU, gaming performance is more or less the same.
Any ideas what's up with my system?

it could be an issue with your boot hard drive, it could slowly be failing and your windows pagefile is getting corrupted after each shutdown/hibernate. you can check if your drive is failing with crystaldiskinfo to check s.m.a.r.t., also you can run cmd prompt type chkdsk c: to check integrity then chkdsk c: /f to attempt repairs. SSDs have a end life date, usually 30-50 terabytes of writes or so. So it could just be near the end of it's time.

I found the problem. Before I got a chance to buy a copy of Windows, my PC died. If I flipped the switch on my PSU, no fans were spinning and no LED'S turned on. It turns out that over the course of the past few months, my motherboard has been dying. It's older, probably about 5-6 years, so this would make sense. I highly doubt it's the PSU as it's brand new, 80+ gold rated, and made by a reliable company. I'll update once I get my hands on another motherboard.

Update: I just replaced the motherboard, and no Windows glitches or slowdowns.
