I was cleaning my ATI Radeon 5570 fan, and I removed the heatsink. Do I need to reapply thermal paste? The heatsink was off for 1-2 minutes.

Solution
The original thermal pad is actually a square of plastic that melts into place. If it is undamaged then it should melt again, and adding paste would only prevent this. If there's already grease there instead of a factory pad, then yes, cleaning and replacement would be recommended.

While the OEM thermal pad isn't too good at heat transfer due to its thickness, that does help protect the die from chipping if the card is dropped on the heatsink. Unlike their more expensive GPUs, the HD5570 tends to not have a metal shim surrounding the die so any impact will be transferred to the edge or corner of the die itself (some do have 4 rubber pads like an early Athlon CPU which helps). At 39w there's not much heat to move anyway.
