Why do i have small test results? AMD FX8320 and low GPU usage

So i tried out cinemabench and my score with it was only 300 the best that it could do was 358.And i saw others with 500-600 without OC.
And in games my grapich card usage is only 20-30% and wont go hihger and i have low fps pls help me

My Pc:
AMD FX8320 not OC
AMD Sapphire R9 270x TOXIC
Gigabyte 990XA-UD3
8GB DDR3 2x4GB

And no the problem is not with temperatures

1800 MHz I think but the video card thing is my problem. I dont think its CPU bottlenecked because when i play games CPU usage usually 50-70% rarely goes higher than 80% but the GPU just stay between 10-30% .I tested it with FurMark and the GPU was doing 62%-ish and then always spiked to 90-ish% so the graph was just spikes between 60-90%.
