Pc refuses to power on after placing new GPU(GeForce GTX 1060 TURBO)

A few days ago i have bought myself a Geforce GTX 1060 Turbo to put in my computer for happy gaming.My computer is running just fine without the card ,however when i place the gpu in my pc, connect the 6 pins PCI-E cable my whole computer refuses to power on.When i push the on button i hear a click and then it just..does nothing?Without the gpu in my case my computer just runs perfecly fine.Is there anyone who can help me or tell me what to do?

My pc contains:

Case: Corsair Carbide Series SPEC-ALPHA
Mobo: ASUS Z170-Premium
CPU: Intel Core i7-6700K
CPU cooling unit: Corsair Hydro Series H115i RGB
PSU: Corsair HXi Series HX850i
Ram:Corsair Dominator Platinum 8GB DDR4 4000MHz (x2)
SSD: Samsung SSD 850 EVO(x2)
Bios Version: 3703 Release Date 12/26/2017

Something to add:
When i DON'T put in the 6 pin PCI-E cable onto the GPU my pc does start however screen keept saying;Please power down and connect the PCIe power cable for this graphic card.When i do so then my pc again declines to power up.

Yes, even a brand new PSU could have a faulty cable. You can't be sure unless you check it. Besides, faulty cable would be much better option for you, because otherwise you'll probably need to RMA the GPU.

I have tried multiple slots but only one PCI-E cable up till now.But all the cables and the PSU are both as good as new so is there even a way that this can be a problem?

Right now i am using my Onboard VGA/HDMI port but i would like to get my Geforce GTX 1060 Turbo running on my computer.So while using my onboard hdmi there is nothing wrong at all but when i place in the Geforce GTX 1060 Turbo i get the problem as i have described above.
 


Yes, even a brand new PSU could have a faulty cable. You can't be sure unless you check it. Besides, faulty cable would be much better option for you, because otherwise you'll probably need to RMA the GPU.
