Building new PC. Will it work?

I am building a new PC to replace my ageing Intel. I believe the motherboard in deteriorating and might not support what I need to do even if it was OK. It is a Intel D975xbx2 with an Intel 2.4g Core 2 QuadQ6600.
Goals are
_To run 4K videos on a projection or large screen while also using a 1080p desktop monitor.
_To play music at a high quality including surround files output as 2 Chanel digital.
_To be able to transfer multiple files between drives, use Photoshop to render images, or to render videos without affecting the music quality.
_ the Videos and the music playback won't happen at the same time.

I have a NVIDIA Geforce GTX 76o card to handle the video and a Asus audio card to handle the music.
I have three relatively new hard drives for data only

I was considering buying a Ryzon 5 1600X CPU and a Asus PrimeX370-Pro AMY4 mainboard.
I plan to replace my current older SSD with a newer 250g one for the OS (windows 7)
And DDR4 ram as needed.

Do you think this will work?
Can I use a stock type cooler?
Can I get away with 8g ram to start or do I need to go to 16?
I suspect that throughput has been part of my problen and cannot find a way to make sure that the new main-board will have plenty.

I would start with 16GB of ram and get an samsung 960 evo m.2 ssd also for the ram I would get G.SKILL Flare X Series 16GB 14cl 3200Mhz ram. its worth the price being its nice and fast and fully compatable. I have a similar system and its great. also the 1600X does not come with a stock cooler so you will need to get one for it. I have watercooling but there is a lot of other good options if you don't want watercooling.

Oh Oh. Thanks for telling me. I want to AMD because Intel didn't like Windows 7. Are there any other CPU's with similar properties that work with 7 or am I going to have to be stuck with 10?
