No power but passed paper clip test

Got a new motherboard asus Q87m-e with I3 on an 1150 socket. I can’t seem to run this computer. Bought a new Corsair 650 power supply & did paper clip test on fan & led light but still fan, power supply won’t turn on but onboard LED & power LED are on. The case is also new. HELP

Try making sure the CPU is seated properly, I've seen it with some AM4 boards. (Kinda like here) https://hardforum.com/threads/issues-with-getting-am4-motherboards-working-msi-carbon-and-asus-prime.1927093/
