CPU drops to 0 Ghz

Hi guys,

I've got an HP ProBook 450, all stock. Win10 enterprise edition.

My problem is that all of a sudden the CPU drops from 2,30 Ghz to 0,31 Ghz or lower. It's getting harder to work with the laptop, since the speed won't come up again.

Things i've tried:

- Installed Windows 7, same results
- Kill services: Superfetch and Windows Search
- Tried with and without battery
- Tried all new drivers from the HP website
- Reinstalled Windows 10, same results
- BIOS reset (update isn't possible)
- Installed HWmonitor, no temperature exceeding normal rates

In safemode the CPU keeps a steady pace and I can't find any processes which can make the CPU drop so low.

Please help!

Laptops are designed to minimize power consumption and you may not be able to achieve your desired result, However you can modify the power plan a bit Take a look at power options. Control Panel > System and Security > Power options > Change advanced power settings > advanced settings tab > Processor power management. Try upping the Minimum power state. Be aware your battery will drain quicker.
