the system was having some problem attempting to load the registry files for the user.
these are hidden files on the system. This would happen if the system crashed while the registry was open. or if the file system crashed and chkdsk needs to be run.

there are versions of malware that can corrupt registry files.
sometimes you can create a new user name and profile and log in as that user.

you can get this if the disk drive is starting to fail.
you can run crystaldiskinfo.exe and look at the smart error info to see if the drive is old and kicking up errors.
