I'm some what newer to building and understanding pricing and all that. I built my own computer about 2 years ago with used stuff off the internet for around $600 and it just can't keep up with games i want to play.
so my question is if i should build my own computer again with a budget of $1000 CAD or just buy a pre built off of amazon/bestbuy/ or any other site

If your goal is playing games, today's answer is to buy a prebuilt. And the reason is only this: the ridiculously high prices for a high-end graphics card. You can get a prebuilt with an excellent card for much less than doing your own build. That's today. Hope it changes soon.

i was thinking of getting this one
https://www.amazon.ca/CYBERPOWERPC-GXIVR8020A4-Desktop-i5-7400-7200RPM/dp/B0747W15QL/ref=sr_1_3?ie=UTF8&qid=1521220674&sr=8-3&keywords=gaming+desktop&dpID=51n3tUIpoSL&preST=_SY300_QL70_&dpSrc=srch
but i don't know if it is good for the price.
what I am running right now is
AMD FX 8320e
GTX 970
16gb ram
a 120gb ssd with a 1TB hard drive

I'm not sure that RX 580 is that much better than your GTX 970 (get some more opinions on that). And, the Cyberpower PC doesn't have an SSD (although I guess you could move the one in your old system to it.)

yeah i am just thinking more of the processor and the ram would be a lot better and run stuff better than what i have. do you have any suggestions where i could find a decent pre built for the same price

I wouldn't buy a dead socket on a new pc. You want z370 or ryzen. Ddr4 isn't really an upgrade. Ram speed has always been small but it helps more on ryzen than intel. Since the rest of your current build is still good, you could look into just upgrading cpu+mobo+ram or prebuilts with just a good cpu+mobo+ram without a good gpu. Then just swap parts.
