Is there any chance of fixing motherboard?

So I have this motherboard and when I press start button cpu fan just starts spinning for second and dies, then repeats infinite. Is it dead and is it possible to fix it? I tried reseting CMOS, taking out battery, changing PSU.
P.S. motherboard is ASRock B75 Pro3
 
Okay disconnect motherboard, like breadoard, remove CPU and ram leave only board, and remove battery.

Now there should be 2 pins by CMOS battery left, they are usually shorted to clear CMOS or to reset bios to default.
Now short out these 2 pins for good 30min or 1 hour.

Other posibility is that controller that makes PSU keep on has died, as i have one motherboard with same issue but it works.

Okey I was checking motherboard again and found out on the back that there is some paint degradation. I checket it and it seem that it is K03J5 mosfet that failed I guess? Is there any chance of changing it?

Now im not sure if its by camera or similar, are those scratches?
If they i cannot know if you broke the contact.
Now there is a way to power PC without power button but YOU are doing on your OWN RISK!
Now you have to agree to do it but as i've done it numberous times with my old PC and it worked fine.
Seems like something else is broken or similar.
As i've read there are cases that sometimes not sure how to name it, the power or startup that makes PSU keep going somewhat burned, or bios corruption.

Now you can power up your PC by keeping connected as normal but breadboard style.
Now you short green and any black wire to keep PSU on.
Now as you short you the pc will start and will not post and fans will keep 100%.
Before they achieve to rev up you have to press power button to actually boot it.
Actually i call this method jump start.
Just like pushing car with dead battery.

If this method doesnt work probably motherboard is toasted or bios.
I've tried 100 times and every time worked, just saving motherboard from being thrown in garbage as it has AGP , PCIE x16 and DDR and DDR2 slot.

If you don't trust me ill show you on my PC.

NOTE: You need long cable one into "Green" on 24Pin and any black wire, probably best is using molex as it is easier to do.

Some may call this crazy but i've done it.
