Whole computer is slow; bad FPS in games; good specs

So for the longest time I've had these specs;

Windows 10
Nvidia GTX 1050 TI
Intel i7 6700 3.4 ghz
8 gb ram

And with this rig, my computer has gotten slower and slower. I've done countless virus scans, and also setting my computer to factory reset, yet I get low frames and a slow computer. Here are a list of some problems i've been experiencing;

1) Random stuttering and lag spikes when there is like gunfire (i.e. rainbow six siege)
2) If I have a game open, my GPU and memory stay at 90% to 99% on task manager, and CPU sometimes spikes to high temps like 60 celsius
3) Takes forever to open applications likes chrome

People say I have a bottle necked PC, since I have a really good CPU and a not so good GPU. Is this true? And if it is can it cause slowness on my computer?

The first thing I'd do is use Task manager to see the details on the processes that are running in the background. When you are idling on your desktop, not doing much of anything, CPU use should be close to 0%. If you see something like 20% usage and you're not doing anything, you need to find out what's sucking up resources.

When a gaming, having 100% GPU usage is normal.

Maybe your RAM is the problem. 8GB isn't a whole lot, and many games may max it. Which means some files get transferred to the page file, which is a whole lot slower than RAM.

Another reason might be your hard drive. Everything loads from your hard drive. So if you say that loading times are horrible, then your hard drive may cause it.
It can also cause stutters.

I don't think a bottleneck is the reason. The 1050TI isn't a horrible card.

sounds like cpu is thermal throttling

monitor cpu temps while you play

use msi afterburner, idle temps are useless
