So I just upgraded a bunch of parts on a Pc and when I turn it on everything works, and when the bios for the new motherboard loads the mouse and keyboard work just fine but when I boot to win 7 the mouse and keyboard don't respond to inputs. The lights for the keyboard and mouse work fine, and I know they work on another computer. What should I do? Is there a way to delete the drivers of the c: drive if it on another computer and boot from another ssd?

Yes...save your personal data off to another drive.

Connect the drive in question, or...

What parts did you 'upgrade'?
The motherboard?

Very likely you just need to do a full OS reinstall.

I upgraded the motherboard, the memory, and the processor.

Is there any way of reinstalling windows without losing the files on the drive? There are for hard drives total filled with valuable stuff, so losing it all is the last thing I want.

You should have prepared before this hardware change.
You really need to save any critical data off to another drive.

Any applications WILL need to be reinstalled, no matter which drive they exist on.

And have only the OS drive connected while you do this.
Data that lives on other drives is fine, as long as you actually disconnect them during this process.

Yeah, I didn't really start the hardware upgrade but I'm the one that has to finish it.

But I currently have the drive loaded on another computer, is it safe to transfer the files over now to a different drive? or is it too late.

I wanted to change the OS to win 10 anyways

Yes...save your personal data off to another drive.

Connect the drive in question, or whichever drive you want, into the new hardware and do a full install of Win 10.
