Is my CPU fan broken?

When i turn on my PC, my CPU fan starts going from very quiet to maximum speed.( it feels like it goes to maximum speed and stays there). The pc hasnt shut down also while im on it. It makes really loud sound. It started happening when i changed my case, PSU and GPU. Earlier it was really quiet. Is there a possibility i damaged my MOBO, CPU fan or even my CPU while i was changing the parts. The case was before a small factor form. Now its a regular ATX mid tower. Maybe the air ventilation changed. I havent changed the thermo pasta also since i got the PC itself.
Things i have done:
1. Checked if the cpu fan connector is in the right place.
2. The tempreture are: when im not gaming 30-40, while im gaming 45-60.( avarage 55).

There is no way to change the speed also: not from my bios neither from Speedfan.
Also i read that the CPU fan is not balanced very well. Then also it can be on maximum speed.
Any ideas what is wrong.

"Thermo Pasta" could be the problem. JK. Have you tried the fan on any differnt headers? It may show up in bios or speed fan then. Is it the stock cooler or an aftermarket cooler? Try a differnt fan on the header and see what happens.
