Stuttering in the Witcher 3

Guys, you are probably my sheet-anchor 'cause I've tried many many "solutions" and none of them helped.
I get a lot of stuttering in Witcher 3 on latest 1.31 patch especially in villages and in Novigrad.

It doesn't matter what settings do I apply I always have that problem.
I disabled v-sync and used nvidia fps counter and it turned out that I get huge fps drops from 60-70 to around 40-30.
I checked temperatures which were absolutely normal with one exception. My CPU will never get above 61 Celsius degrees no matter what.
I wonder what may cause that, my PC is always clean , no dust anywhere.
For one time I thought something wrong may be with my HDD cause a red LED at front of PC was shining all the time so I installed Witcher on SSD but it doesn't change anything. I really count on your help lads.

Also how about the GPU temp, you should monitor the GPU temp during the game. I guess the temp will be high that will cause the fps to drop.

Also the thing that could be maybe an issue with that game (I had a similar issue with Just Cause 3) is maybe only have 8GB of RAM might not be that much nowadays.

Here were my specs before I upgraded to 16GBs of RAM.

FX-9370 4.4GHz
8GB RAM
7870 2G OC edition

I had an issue with stuttering and with having a bunch of drops from like 60 all the way down to like 20 or so (it also didn't matter what setting I used, low/medium/high same results), it was even worse during like the intensive explosion scenes and the like, but as soon as I upgraded my RAM I noticed the stuttering was gone and was able to get good frames. I was able to then have it on like high with some things on ultra and was having a good 60FPS but drops down to like 50 during the explosions.

Both Witcher 3 and Just Cause 3 if I remember correctly released around the same time or in the same year, so the issue could be similar since I am not sure how 960 is, but maybe it is comparable to my 7870?

But maybe like others have said on the JC3 forums, that maybe that game like Witcher 3 could just not be as optimized as other games, since for me GTAV was working fine with just my 7870 and 8GBs of RAM and JC3 was the only I guess somewhat newer game that was giving me the stuttering issue.
