Motherboard Front Panel Pins (not working)?

Hi all, I bought a new motherboard it has this kind of layout

PLED + - PSWITCH SPK + NC NC SPK -
[o][o][o][o][x][x][o][NC][NC][o]
[o][o][o][o][o][o][x][o][o][o]
HDD LED +- RESET CHASSIS +- PWLED + - -

The problem is, even though my comp is not on, the PLED is on, and I can't seem to switch the power on using the power button. Using a different PSU would also end up the same.

The PSU is not the problem in my case, I tried using the PSU, using another motherboard and it seems to power-up fine, front panel are also working normally (or intended).

I have checked the manual and seems like I inserted each cable correctly. So is it the motherboard that is broken?
 
Disconnect all those plugs that go from case, and try starting motherboard with touching PSWITCH pins with screwdriver (make double sure you touch correct pins!). If it works, that means something not right with the case, but if it will not start that means you have problem with motherboard.
