When I copy things to my HDD from the external one, it completely powers down the PC, and powers on again. The internal HDD is brand new, but the external one is a bit older.

Either the drive in question, and/ or it's USB cable, or specific USB port you connect it to, might have a partial short. Trying a different port seems easy enough. YOU might be able to drum up a different cable to test, or, test your cable with another drive....
Assuming you are not trying to power a 7200 RPM /4 TB drive in an adapter from a laptop battery/power source only...
