Should I go for a new GPU or CPU

I'm currently lost as to which I should get, a new GPU or a new CPU. I'm currently using a Gigabyte R7 360 and an AMD Athlon X4 860k. I might go for a CPU instead of a GPU considering my CPU fan is super loud, I want to be able to run games with decent frame rates on higher settings without breaking the bank. What I have in mind is an Nvidia GTX 1050ti, what I'm wondering is if this can run games like Battlefield 1 and Rise of the Tomb Raider on decent settings with fps above 30-40. For a CPU I want something that is moderately quiet but still fast, most likely gonna end up having to buy a Hyper 212 Evo for my CPU cooler considering it is cheap and quiet. All in all feedback is very apreciated considering I am clueless on what I should do to upgrade my rig.

The other option is going on older generation like i5-4XXX (4th gen or haswell). Which still rocks.
I5-4460 is on pair with ryzen 3 but still can game very well.

If you are willing to buy new then G4560 isnt bad option either as it is on pair with i3-4170 which i currently have with 1050Ti

Problem is I have barely any money to buy these cards with

If I get a new CPU I'll have to get a new motherboard, current ram I'm using is G.SKILL Value ddr3 ram, If I get anything I will probably get the GPU first, although there will be a bottleneck for some time.
