Hello . should i buy the gt 1030 or wait for new graphics cards
cause i wanna get a budgen gpu ..
and i heard that 2080 ti will start with 1500 dollar price
so probably 2050 will be 300+
so should i get the gt 1030 or wait to see about new graphic cards release then decide which one to get ?

Those are rumors with no factual basis. Cryptomarket is on a steady downward spiral. GPU prices will likely return to near normal soon.

The R5-2400G has integrated graphics roughly at the GTX1030's level, i.e., suitable only for low detail 1080 or better yet, gaming at 720P....but, the CPU is not quite where I'd want it to be if contemplating a 2050 or 2080.

GPUs are not cheap, but, GTX1050/1050Ti is not outrageously priced for 1080P gaming...;AMD's older R9-380X (rebadged 7970) still offers 5-10% better than 1050Ti/ good performance if you can find one reasonably priced....
