HDD and SSD not detected during new windows 10 install

I am doing a new windows 10 build, and neither my SSD or HDD are detected by the Windows installer. I also don't see them in diskpart from the CMD. Any ideas what may be the problem?
 
The Hdd should not be connected during the ssd install. Win 10 will drop config info there and if you ever have the hdd fail or have to unplug for some reason the system won’t boot.

Is the ssd plugged in to sata0 (or whicher port the mobo manual recommends for boot drive)?

OK. If they don't show up in the BIOS, I would start with the basics of cabling. Power and data. As was said by @J_E_D_70, you only want the SSD connected when you do your OS install. That will ensure you don't get the installer confused and get files on your HDD also.

I've got the SSD plugged into SATA 1 (counting starts at 1), and I've tried without the HDD plugged in, still with no change. I've tried new SATA cables as well, with still the same issue.

Okay, I've tried new power cables, and nothing. I even plugged them into a known working computer (mine), and still neither are detected, even by the BIOS. These are brand new drives, including the second brand new HDD to do this on this build.

I concur with @J_E_D_70, if there are multiple drives which don't work on known good systems then I would be concerned that something you are doing is damaging them. Something in your motherboard or powersupply. I think you need to get someone else that is knowledgeable to physically look at everything.
