Accidently turned my PC off at the wall and now the fans are all off.

So the other day I went to turn something off at the wall beside the power outlet for my PC but I accidentally turned the PC off. A few days later I noticed rising CPU temperatures and I decided to check inside my PC. My PC has 3 fans inside not including GPU fans, however none of these are now spinning. The computer runs fine other than the cooling problem. Any ideas as to how to get the fans working again?

Just tried this, no change all fans are detected in bios and are being displayed as 0 RPM. Just tried the GIGABYTE Smart Fan Control and still no progress, any further ideas?
