750 ti + q6600 poor performance

I recently put together a cheap build with a q6600 and a 750 ti. I also have 8 gb of ddr2 800mhz ram. After playing a few games I noticed that fps was much lower than I expected. CSGO was getting 40-70 fps on low. Overwatch was getting 30fps on low. Im getting really confused. Any advice?
Also my q6600 is oc'd to 3.0ghz.

Drivers are up to date. There is no inegrated gpu in the q6600 and it is plugged in to the 750ti.

I've been watching temps and there is no sign of thermal throttling. I'll test it without overclock and see what it does. I'll also try to remove ram and try with 2 sticks instead of 4. Windows was a clean install. I recently built the system so I dont have previous performance to base it off of. During game play the gpu usage may go down to 16% while cpu is quite high. I know that it is a bottleneck but I didn't think that it would be that bad.

Update: After disabling the overclock I noticed an about 10 fps increase in overwatch. Pushing it above the 30fps mark making it much more playable... Im wondering why overclocking it lowered the fps.
