There are 2 purposes for having a top air filter on the case:
1. Not all people install top exhaust fans and leave the top side fanless. Dust filter there helps to keep PC internals dust free, especially since dust settles by falling downwards.
2. Some people install AIO rads at the top of the case and use them as intake. In this case, dust filter helps to keep the build clean. But for best airflow, the top should be exhaust.
Bonus: empty case looks aesthetically more pleasing with top dust filter than without one. My Corsair 750D AF Edition also has top dust filter and from Linus'es video, you can tell the aesthetical difference,
