Would going from a discontinued 1060 3gb to a 1050ti 4gb be considered a downgrade?

I currently have a discontinued 1060 3gb from Asus (ASUS Turbo GeForce(R) GTX 1060 3GB GDDR5 Graphics Card) and it performs well in today's games but it gets very hot as it has only one small fan. My question is if I bought a 1050 TI would that be a good choice as I can get one with more fans? (I have the max number of case fans)

The 1060 is better than the 1050Ti. It would be more of a downgrade going for a 1050Ti, despite the fans, AFAIK.
