Pull the video card out, let the system boot up using the onboard GFX. Shut it down and install the nVidia GFX card. Keep the video cable on the onboard card and power it up to Windows, see if Windows even detects the nVidia card. If it doesn't, then the card is bad. If it does, the issue is elsewhere.
I don't use Win10 myself, but can you tell windows your main display card is now the nVidia card (assuming Win10 sees it) and plug into it then?

If you get no signal and can't even get into BIOS settings connected to the graphics card then the card is possible the issue. One thing that can cause this also is an issue with the card installation, slot, or BIOS settings such is primary adapter. This takes place before Windows is loaded. You can try the card on another machine to confirm the card doesn't work. If it does work on another machine then your machine is the issue.

The fans of graphics card still work and it used to when I was on win 7 so I think my graphic card is fine and when I am getting no signal I hear the windows booting up in background so when I checked about win 10 it says that it does not support 640*480p but when I put my GPU without it s drivers it gives an output of 480p so I think that's the problem and I will try running it in safe mode maybe it may work

If it works in safe mode or you can access your BIOS settings using the graphics card, but the card fails to work when Windows loads, that means the issue is the display driver for the graphics card. I recommend booting into safe mode with Display Driver Uninstaller, booting into normal Windows, and then installing the newest display driver. Only install the display driver and Physx, leave everything else unchecked.

DDU gets rid of the things that Programs and Features sometimes misses such as registry keys, folders and files, and driver stores. Often the remnants of older driver installations can interfere with new ones.

I installed DDU and uninstalled my old nVidia drivers by booting using the integrated graphics I used clean and restart in DDU after it restarted I shut down my PC and put the GPU but still I get no signal. what should I do?

If you are hooked up to the graphics card and start the PC and get "No signal" this means the PC did not detect the graphics card or it's failing to send output. When you first start the PC connected the the graphics card can you get any signal at all even before Windows loads? If you get "No signal" and nothing else (No BIOS screens nothing) I would shut down, reseat the card (in a different slot if possible), and startup again.

Other options are doing a CMOS reset or testing the card in another machine.
