Hello i have an msi gtx 970 and an i7 880 cpu with 16 gb ram my question is while playing need for speed payback on medium to high settings the gpu temp reach 71 degree at max and the cpu hit 66 degree at max after 2 hours of playing is this normal and thank you.

CPUs are mostly fine up to 80C though people (including me) prefer to keep them under 70C for 24/7 use.
GPUs are fine up to 90C, though they usually begin to throttle the core frequency at 84C (Nvidia). So anything up to 80C is OK though lower is better.
