pc soft freezing

my pc is having an issue of soft freezing basically it isnt like a regular system freeze, it just suddenly not responding to any input except for a few when it happens all running program will stop completely such as when im typing a word it would stop suddenly and any attempt of minimizing and maximizing an open program will result the program to looks like it would crash but no pop up appears, when trying to right clicking on desktop it will change the pointer to an endless loop one though after few secs or even minutes it would resumes itself and started to received every input that the pc gets when it was still freezing. it never happens when I used my pc for playing games only for light task such as browsing photo editing and etc, it happened since im still using win 7 and it still happen now on windows 10, any idea what might caused it?

added note : when it happens while im using chrome i can basically add any numbers of new tabs and opening any sites but it would just looping until the freeze is over then every new tab would load the sites in the same time.
 
Solution
Run memtest86 on your memory to check for faults for several passes.
If the test freezes, it's probably a fault with the Power Supply.

Amd fx 6300 3.5ghz
msi gtx 960 2gb
fsp hexa 500watt
vgen 3x4gb ddr3 1333mhz (it's a local brand)

the memory is quite old though I think i have them since 2012
