Found junkyard PC Worked for a little bit now NO DISPLAY! PLS HELP!

So the other day I went to my local dump to see off there were any good PCs people had thrown out. i was surprised and excited to see an old workstation with 20GB of RAM and dual xeon CPUs (no HDD). i brought it home (on a big red wagon because i’m only 14) and took it out of it’s bent up case and aired it out over night. when i got home from school the next day i plugged it in (outside the case) and booted it into its BIOS and poked around a little bit before it automatically shut down because of over hearing w no heat sink. The next day i spent all day after school getting the components into another case (a huge pain by the way). i plugged it in and turned it on and poked around a little more. then i was just tidyjng up the case and was wiring the switch wires to turn into another switch from the old case. While i was testing the new switch i turned it off during its start up because i knew the switch worked. After that every time i boot it it doesn’t show a display. i tried replacing some bloated capacitors and the cmos battery but cant get it to work again. all it does when i start it up is spin the fans at a medium speed. the gpu fans spin slow then faster. i also don’t get any beeps from the case speaker and the keyboard num lock, caps lock, and scroll lock keys flash once when i turn it on. the cpu heatsinks get pretty warm but not to hot to touch. Any help or suggestions would be greatly appreciated. thx.

You could also buy a PSU tester from Amazon for like $15 and then you can test it and make sure that the PSU isn't the problem. If it isn't sounds like it's something internal that's preventing the boot up.

yeah in some places i’m getting readings of 1.7 volts, 7 volts, and even 15 volts. from my understanding i don’t think they should be in those ranges
 
Power supply testers are fine and good. But honestly as a computer tech, I have never used one. I usually had a spare power supply around that I used just to power up systems if I suspected a power supply issue.

Power supply testers may have their place, but I don't see how they can test one actually under a load. If you happen to have another power supply it can pick up another one even from a junk computer just to try to power it up, that may tell you more

i tried the computer with another power supply except the power supply didn’t have the aux power or the gpu power connectors so i only tried it with just a 20 pin connector (because it had no 24 pin connector) and it did the same thing.

i tried it with another psu and i didn’t notice anything different. by the way i just remembered before it acted up the pc fans would spin fast then slow down and then it would show up on the display. when it would boot it showed up a cmos checksum bad and it only detected 2Gb instead of 20Gb of RAM. so if those are any clues to what is wrong please feel free to help.
 
Try to boot up with only 1 stick of ram. There should be a jumper to try to reset the bios/cmos on the board. If you don't see it, you should be able to remove the silver nickel shaped battery and unplug it for about 10 minutes. If you are lucky it will start. You may try different sticks in different slots also. Could be just 1 or 2 sticks of ram is bad and they didn't know how to fix.

i tried booting with a few different sticks in different slots and still had the same issue. i might take the mobo out to see if i can see ant faults. any suggestions on what to look for or how to find faults.

as i Took out the motherboard I noticed a small but noticeable bend on one side of the board near the RAM slots. this could’ve been caused by me or the old owner and is probably the cause of the issues. any suggestions on what to do.

there arent really any cheap boards that suport dual Xeons
