Why does my PC under perform?

Hey, new here. So i recently started to notice some slowdown on my PC that hasn't happened before. This has been solved with simple tweaks and defragging the hard drive, but the biggest thing to me that stands out is that my graphics card is under performing, so it seems. Lemme break it down:

My rig is prebuilt (before i really knew anything about computers) with Windows 10 and includes an Intel i7 4790k, 16 GB (2 x 8 GB) DDR3 PC3-12800 memory, a 500w power supply and a GTX 1050 TI on a Kalli2 MSI motherboard running the Intel Z97 chipset.

I feel as if I'm underperforming in games, with the only way to get 60 FPS on Sea of Thieves (A game that recommends a 660, for reference) is to put the game on lowest settings, where I see others getting about 90 on those settings. DOOM suffers from similar frames, and i have no idea what the problem is. Part incompatibility? Bottlenecking? Whatever the case, help would be appreciated!

What is the core clock and memory clock that the GPU is running at? Also what frequency is the CPU running at? If it is a pre built, it may not be performing at the highest speeds that it is capable of. The 1050Ti isn't a super powerful card, but I would think you could get a solid 60 on high on most games. I am unfamiliar with either of the games but perhaps you could run a benchmark such as this;

Then we can compare your scores with other people running the same system.
For GPU clocks, install MSI Afterburner;

For CPU you can simply check in task manager, or install CPU-Z.
