Upgrading my current PC

Hello forum!

I am looking into an upgrade on my pc. But i am not certain where to start. I use my system for gaming (PUBG, CS:GO, MOBA's, Open World Single-Player games) and streaming. I run a decent FPS when i only game, but once streaming starts, the entire system is affected. My current guesses are that either the RAM is insufficient or the CPU can't handle the workload. I run a dual-monitor setup from my GPU.
My current build is:

MotherBoard: MSI Z97S SLI Krait Edition, Socket-1150
CPU: Intel Core i5-4690K
GPU: MSI Geforce GTX 970 4GB
PSU: XFX ProSeries XXX Edition 850W
Memory: Corsair DDR3 16GB 1600MHz Low Profile2x8GB CL10 240pin

None of it is OC'ed.

I feel like the Motherboard is the big setback here since it's a Socket-1150 with only DDR3 supported.
My current thought is to go towards the Socket-1151. But that will force me to also switch out the CPU and RAM.
I started looking towards the MSI Z270 Tomahawk. As far as i can tell, i5 is more than sufficient from 7'th gen and upwards, but i will still need to spend around 6-700 dollars (i live in denmark, different currency and tax-system). Those 6-700 dollars would get me the MB, an i5-7600K Kaby Lake and 16GB Corsair Vengeance DDR4 2666MHz.

What are your thoughts?

Your platform is fit for gaming, neither your RAM nor your CPU hold you back. What resolution do you play at?

Monitor your CPU and GPU usage during gaming! If you have 100% CPU usage you can upgrade your processor to an i7-4790k with hyperthreading. Is it your graphics card, that suffers, 600 euros should get you a gtx1070!
In order to decrease loading times in open world games, install the games on an SSD!

About the prices of a newer generation platform - are there used upgrade kits available (CPU+mobo+ram combos) in your region?

I thank all of you for your inputs so far!

Currently, my thought is to upgrade the CPU. But i did some research and came to the conclusion that Intel has lost their minds.
I run a 1150 pin system, and that is obsolete. But now you can't run a coffee lake CPU on a Skylake MB. Which is a bit infuriating. Now, i would have to upgrade CPU, MB and RAM if i decide to go for that. But for how long will a 1151 system be "up-to-date"? Because my main concern is that i can throw that away in 3 years when i will upgrade again (don't ask, just accept). If that's so, then i might as well just buy a High Tier GPU, MB and CPU in same end as current, and DDR4 RAM, so i am somewhat prepared for the big upgrade.
My entire system is a really good one, but it is "locked". Not suitable for future upgrades. Regarding the streaming/gaming. I managed to minimize the package loss by setting stream-output to 30fps and game in mid-end graphics. And that's doable, but not a long term solution.

I use OBS x240 encoder for the streaming proces.

When i ain't streaming, max graphics is not an issue. And side-question here, will going from 16GB to 32GB RAM do any difference in my pc? I highly doubt it, but i haven't been reading up on the whole memory system lately.

So this is my CPU usage.
The first 2 "bars" is with game running and streaming. Now i did some checking, and OBS takes around 23-40% of my CPU (up and down), and my games take between 50% and 80%. My CPU goes in turbo mode to handle the stress, and i think that OC could be a temporarely solution, but i don't know.. Would love to upgrade, but prices are shit at the moment. Plus, as i mentioned earlier, if i choose to upgrade, it's CPU, MB and RAM. That entire deal will come to at least $600, if not more, and that's just a bit heavy. What do you guys think?
