Built a PC with used parts but it won't display anything on the monitor

Recently built PC turns on and the fans spin but there's no signal on the monitor. Here are the specs:
Motherboard: Asrock N68-VS3
CPU: AMD FX-4100
GPU: ASUS GeForce GTX 550ti
RAM: Dual channel 4GB RAM
PSU: 400W unknown brand
HDD: 500GB

What exact board, UCC, or FX?

First, try a CMOS reset of the mobo. Second, remove the GPU. Do another CMOS reset. Then , see if you can get it running on integrated graphics.
