Max clock speed is not attainable

Intel Core 2 Duo E7500 @ 2.93 GHz is not reaching the maximum clock speed (CPU-Z as well as Windows 8 task manager shows the max clock speed as 2.2GHz)

Multiplier is working fine 11x

But the base clock speed is not reaching above 200 Mhz..(which is very below the real base clock speed)

Why is this happening? Even thermal throttling is set to 25%, I even tried resetting the BIOS ,installing windows 7,8,10 and even tried remounting the processor..... But nothing helped.......

Can anyone please help me with this........
 

Could you post your system specs...
Intel CPUs have power saving feature that allows the CPU to change speed on demand depending on system load.
You will have to run a tool like prime95 and while the CPU is at full load then check the max speed.
Also check for BIOS updates in case your motherboard is not supporting higher speeds and it gets stuck at 2.4GHz.

Phoenix Award BIOS v6.0
(Lord Electronics motherboard- Intel GM 965)

4 GB Ram @ 800MHz(Kingston)
500 GB WD hard disk + 80 GB Seagate HDD
@5200 rpm @7200 rpm
Intel Core2Duo E7500 @ 2.93 GHz
Zebronics 450 watts power supply

At first,nearly for a year the CPU's max clock was @ 2.93 GHz...

I ran a few benchmarks, they all show my CPU speed as (at max) 2200Mhz...

You are right .... the front side bus speed is not reaching above 800Mhz

From my BIOS I could only vary the clock multiplier, (6-11)...
 

I thought that was a generic name.
I could not find any data about 'Lord Electronics GM965 Series'
Is that the name that appears on CPUZ or printed on the motherboard?
