suggestions for the Gigabyte ep45-ud3p. 3.33 Wolfdale running at 4.0 stable. Radeon hd4890 running. 1 kw psu 4gigs ram Needs an upgrade. Thanks

Do you need an upgrade because your old card isn't working, or do you want better performance? If it's performance you're after, you need to upgrade your whole system, the e8600 (wolfdale 3.33GHz) is 10 years old now and can't really handle a graphics card any better than what you've already got.

thanks i was afraid of that looking for better performance. was good up until this morning whaen world of tanks updated

If you don't have a lot to spend, grab yourself a quad core:

Other choices would be the Q9550, Q9400 etc.. quite a few to pick from:

And scrounge around so you can get 8GBs of memory.

As for the GPU, not that quick by today's standards. Entry level RX550 is slightly faster. I would say you are good to get an RX560 or GTX1050. (RX550 or RX560 is more likely to work with your old board, Nvidia cards like having UEFI BIOS)

But before trying ebay for a processor and some memory, what is your total to spend?

It's an improvement over the hd4890, but you're still going to be limited by the rest of your system. I guess in theory a better card will allow you to turn the settings up a bit, but you probably won't see much increase in frame rates as they are often limited by CPU power, especially in the newer games.

If you want to squeeze all you can out of your current system, you definitely want to upgrade your 4GB of RAM to 8GB....I'm assuming you're running a 64bit OS, because if you're not, then you can't use more than 4GB.

I wouldn't go out and buy an HD7770 at this point in time. That money would be better spent on newer hardware. If you are still after used, things like a GTX950 or GTX960 shouldn't be too hard to get for reasonable sums. Even some of the R7-200 and 300 series cards would be better to pick up. I only suggest the CPU upgrade since it is so inexpensive, and getting a stick or two of DDR2 shouldn't be that hard either.
