Clock speed fluctuates on overclocked 7700k despite turning Speedstep off

Hey friendly people,
I am quite new to overclocking and I ran into a problem I have not been able to fix.

I recently upgraded a system with a custom waterloop and hence wanted to try to overclock my
i7 7700k. I delided the cpu and replaced the compound with liquid metal. The waterloop runs good (looks amazing too) and my cpu temperatures are crazy low (30-35C on idle, 60-65 on full load even after hours of stress testing).
I tried to overclock my CPU from 4,2ghz to 5ghz (since cooling is not a problem) and ran into the following issue: Even with Intel SpeedStep turned off in BIOS, the clock speeds of my 4 cores fluctuate randomely between 5000MHz and 4300MHz even under full load (based on HWMonitor).
Now since it isn't thermal throttling (my temps never go higher then 65C) I upped the Voltage to 1.350V - same result.

Is it maybe my power supply ("only" 650W for the complete system, pump etc.) or did I miss a setting in my BIOS? Since I originally didn't plan to go all out on cooling and overclocking, my motherboard of choice, ASRock Z270 Pro4, was a poor decision (as far as I have read in other threads). Is it maybe the poor Motherboard or an old BIOS? Or did I just lost the silicon lottery (which I don't believe to be the issue)?

Hello, I have a Gigabyte motherboard so I'm not sure if this will help you but try disabling CPU Enhanced Halt (C1E), C3 State Support, C6/C7 State Support, and C8 State Support. I have all of those settings disabled and my CPU clock speed never fluctuates.

Thanks for the suggestion. I will try to look for those settings in my BIOS. Will update in a minute
UPDATE: I found the C1E, C3, C6 and C7 settings. Sadly, after disabling them, my cores clock speeds are still jumping on idle and full load. Thanks again for the suggestion! I updated my thread and added pics of my bios overclock settings, if those might help.
