Will bottlenecking be harmful.

So I currently have an i3 6100 and a gtx 950. Im planning on upgrading my processor to an i7 7700k and upgrade my graphics card about 2 weeks after that. If I install the 7700k into my pc with the 950, and use it for 2 weeks, will it be harmful to my pc / break anything. it will only be about a week or two before I install a 1070ti.

No, no kind of physical damage.
'Bottlenecking' is when your system doesn't perform to its full potential, usually due to some hardware limitation.
There are cpu, ram, gpu, monitor, and in some cases, even the power supply can be one. Having more than one at a time is also possible.
7700k won't hold the 1070ti back. Have you updated your motherboard's bios yet? Do so before you pop the 7700k in, or it won't work.
