I have an fx 6300 .asus Rx 460 4gb gpu.motherboard - 78lmtusb3 (not r2 just usb3)8gb ram ddr3.and a monitor 18.5 dell e1914h.should I upgrade to a ddr4 pc by buying Ryzen 1400 ,2x4gb ram (Adata) and motherboard-msi a320 m pro vh plus or buy a benq zowie rl 2455 24 inch?

Always wait as long as possible. If you feel, the performance of your present rig is crippling the upgrade is justified.
The fx6300 does not bottleneck your graphics card. Your present rig is fine.
