I'm looking to build a PC in a very low budget around 15,000 INR that is around 250 USD
I am always confused about a motherboard.Need to build a pc on which I can play games like GTA 5 at low at 40-60 Frames. I'd appreciate your help.

If you don't mind the game looking like GTA:SA from 2005, then it is perfectly possible to mod the game to play well on very low-end machines. There are at least a couple of mods.

Usually it's cheapest to buy an entire off-lease used name brand PC like Dell, HP or Lenovo. You'd get the newest and most power for your money that way, especially when you consider it comes with a legit Windows license and an IGP as fast as that GT610.
