No display if a dGPU is connected to system

Hi, I recently got a used PC from my friend and I tested everything at his house and everything is working properly.

But when I bring the PC home and tried to power on the system it just won't POST if there is any dGPU connected to system, unless it is the iGPU from the CPU.

Hardware:
CPU: i5-2400 @ 3.1Ghz
GPU: Radeon HD 7730
GPU: Radeon HD 4570
PSU: some random local brand @330W (it works normal)
MB: Asus H61M-C
RAM: 4+2GB DDR3 @1333MHz (i tried with either or both in every option below)

So a few things i've tried:
0. Breadboard (Works)
1. Boot up without any dGPU and peripherals (works)
2. Boot up without dGPU but peripherals connected (WLAN, etc, it works)
3. I tried playing games and watching movies with the iGPU (Flawless)
4. HD 7730 connected to system (No display)
5. HD 4570 connected to system (No display)

I thought the pci-e x16 fails, so I tried:
6. WLAN Card (pci-e x1) plugged to pci-e x16 slot (wireless works flawlessly)

I got a crazy idea and bought a pci-e riser for those mining system, and tried:
7. Riser connected to pci-e x1 slot with any dGPU connected to it
7a. No display if monitor connected to dGPU
7b. Works if monitor connected to MB (OS doesn't recognize dGPU)
8. Riser connected to pci-e x16 slot with any dGPU connected to it (no display)

Also I tried to clear CMOS everytime I change hardware configuration too.

I just don't know what to try anymore, so any suggestions is welcome, thanks.

PS: Both GPU doesn't need power cable, both are <75W

Your 330W PSU has problem to handle either HD 4570 or HD7730. If you have other PSU, try it out. Yes, both GPU doesn't need the pcie power cable, but it does not mean you can use any low wattage PSU to power the gpu. keep in mind you need a PSU that has 18 Amp on +12V rail, I guess your 330W PSU may not have more than15Amp on the +12V rail. So check your PSU label. If it is true, you need other PSU.
