Recovering deleted from steam files

I had some problems with a steam game (cs 1.6) and I needed to uninstall it from steam. I had some important files such as cfgs that were deleted, and I didn't have copies of them. I tried easeus and recuva to scan for deleted files, but non of them found the cfgs. Any idea how I can recover them?
Running Win 10 Pro on a 1 TB WD Blue.

Redownload it from Steam.
There are 2 possibilities:
1. Open Steam app (PC), go to library, choose the game and install it (again)
2. Open Steam app (PC), go to library, choose the game, right click...ask Steam to recheck games integration
both will end up redownloading the game

I think the OP mean the custom cfg file with settings, not the file downloaded from steam.

Game saves should in Steam's cloud but config files are gone.
If those EASEUS and RECUVA can not find them, it is very hard to recover any lost data.
You can try other tools but, I do not think they will be a better help.
