CPU usage\graphics card problem?

I bought a laptop about 4-5 months ago, paid it 500 euros, here are the specs:

Processor: AMD A8-7410 APU with AMD Radeon R5 Graphics
Video Card: AMD Radeon(TM) R5 Graphics
Video Card #2: AMD Radeon(TM) R5 M430
RAM: 8.0 GB
Operating System: Microsoft Windows 10 (build 16299), 64-bit

As soon as i got it, i figured something is wrong. League of Legends was seriously lagging on medium-high settings, and on low it lagged in team fights. Also, some other small games that should be running like butter are still lagging; Nidhogg 2, Starbound, Binding of Isaac, etc. Some flash games like Town of Salem, are seriously lagging too.

After about a month, i sent it back to the company that sold it to me, in hope that they would fix it (had warranty). They returned it to me and said that nothing was wrong. System diagnostics tool also says nothing is wrong.
I have tried multiple operating systems (Windows 7, Windows 8.1, Windows 10) and it doesn't seem to be the problem, as the lagging still persists.

At first i thought it was the video card drivers, as AMD Catalyst couldn't install the driver for my integrated graphics card (i think it was that one), and i got some unsolvable error every time i tried (i can check it all again if needed), but I managed to somehow install the driver, or at least think that it's installed. Device manager and various driver installer software say the best drivers for both cards are up to date, but i noticed that when i check requirements on www.systemrequirementslab.com, it says my graphics card drivers are seriously out of date.

Another thing i noticed is when i play any of the given games, my CPU usage jumps very high, varying from 80% to 98%. I recently got told that i had bloaters, but since i have had my system reinstalled, and i don't think that is the problem.

I really can't figure out if this is a graphics card problem, or a CPU problem, so I'll be posting in both forum threads, hoping that there is an explanation to this problem that has been eating me alive lol. Also, the other solution is that I just got myself a low-spec machine, and that it's supposed to behave like this, since I don't really know my hardware that well, but i seriously doubt it, it seems to have pretty good specs for the things I want of it, and I also paid it ~500 euros.

I don't think the laptop actually has a problem. The A8-7410 is quite a weak processor and Radeon R5 is quite a weak graphics processor. AMD laptops in the 500 euro range generally do not perform well in gaming even League. Having newer display drivers won't help much unless you aren't running games on the R5 M430 for some reason. If you run a benchmark at Userbenchmark and post the results here we can have a better look at this machine vs current hardware.

Solution
It was a weak entry level cpu when it was released in 2015 as amd hasn't caught up with Intel in cpu mkt until just recently. It's unfortunate that that's the one you picked. Either sell it and buy a different one or deal with it till you are ready to replace it.
