CPU turbo is becomming lower?

When I first purchased the intel i5 7600, i plopped it into my system getting a ASTONISHING turbo boost of 4.1 Ghz (As opose to the stock being 3.5ghz)
I was amazed at this because of the fact i was using a stock cooler.
3 months ago from today I upgraded to a hyper evo cooler.
Very recently though my cpu clock speed has declined all the way down to 3.9ghz MAX ?
This is a noticeable decreace because i use my cpu for streaming and i have litterally noticed a 8-10 fps drop in game now.
PLEASE someone help!

Are you sure your cooler is evenly/completely locked down at it's attachment points?

You might try removing it, completely cleaning the heat spreader and bottom of heat sink thoroughly, and using a fresh very thin layer of a quality thermal interface compound, and simply trying again...; see if the turbo is at least initially 4.1 GHz, and then gradually lower as the sytsem warms up, and double check that you have at least adequate case input/output air flow...

If you chip or motherboard has not experienced any internal degraded thermal performance itself, then it's performance should resume 'normal high turbos' upon use of stock fan again, for troubleshooting purposes, perhaps....

3.9ghz is when all cores are being used. 4.1ghz is only when 1 core is being used. If you are not getting those speeds then check temps. If temps are fine then there is no point in messing with the cooler or airflow.

Turbo doesn't slow down. If parameters are out of turbo range, it just doesn't turbo. Thermal degradation doesn't cause turbo to run in a way it was never programmed. Degradation wouldn't cause a cpu to lower speed anyways, not without a temp issue which would be the actual cause.
