Does Zotac make Blower Style 1060s?

Sometimes cards are regional, so that is difficult to answer. Zotac's US site doesn't show any blower 1060s, but that doesn't mean they didn't make them in the past or offer them elsewhere.

The model: ZT-P10600D-10B certainly seems to exists, can't find it in stock anywhere though. Looks like it was really intended for bulk purchases and system builders.

ASUS and PNY have blower style coolers for GTX1060 certainly out in the wild.

As far as I know Nvidia no longer makes reference cards for the lesser models, so every vendor is free to make whatever they want in terms of form factor and cooling on GP106. Here in the US, Best Buy often carries cheaper all plastic versions of the NVTTM cooler that is found on 'founder's edition' cards.
