Try downloading DS4Windows and see if it shows up in that app. I've had one of my controllers act up, and normally I don't use the app but launching it, did something to reset how my pc connects to it.

DS4Windows app would show the device if it sees it, you wouldn't look in the devices and printers in your OS Settings. Obviously best to launch the app, then unplug and plug the controller/unplug and plug in the USB cable too.
Do you have a bluetooth controller you can try to sync the controller to as well?

DS4Windows says "No controllers connected" and I only have 2 wired ones and this happens with them both.
