What is the bottleneck?

I am getting low performance on games and couldnt figure out what is causing this. Even with lowest setting I can’t get high fps while cpu, gpu, ram usages around 40%. I reinstalled window 10, disabled some windows services and background softwares but nothing changed. I am currently playing X-Plane 11 and with the lowest setting I got 20-25 fps witt 40% gpu,cpu,ram usage.

This is really annoying. I have a resource but I can’t use it.

My PC Setup:

MB: Asus M5A99X Evo r2
CPU: AMD FX 8120 @3.9ghz
GPU: Asus R9 270X 2GB
RAM: kingston hyperX 2x4GB 1600
PSU: XFX 650W 80+

PS: I know these are old but I dont have budget to get a new pc right now.

if you uninstall x-plane and just run the demo, do you get the same performance?
perhaps some plug-in from x-plane is causing the issue.

from the look of the system requirement, looks like your memory is on the low side, it could be that your ram is doing lots of swap with the hard drive and hence the sluggish performance.
if your GPU is at 40% utilization on lowest settings you should look at the CPU.
to improve performance of this CPU, you need to overclock it and not just cores.
the weak point of the FX CPUs is the memory subsystem, so you look at:
1. overclocking the RAM to 1866-2133MHz with CL 10 at most.
2. overclocking memory controller (CPU NB) to 2600 or more.
3. overclocking the HT
After that, boosting cores to 4.2-4.5GHz would also benefit you. But even without it the boost should be noticeable.

I checked that too. All cores almost at same usage.

CPU, GPU , RAM all are at 40%.I already overclocked CPU form 3.2Ghz to 3.9Ghz but nothing changed. I am almost sure CPU is not the bottleneck.
