Dell Optiplex 990 SFF & MSI Geforce GTX 1050 2GB - No Signal Input on HDMI after boot screen

Hi everyone, My first post here and I'm hoping that someone will have the answer to my problems...
I'm having a bit of a nightmare and don't know whats going on anymore :(

My PC spec:

Dell Optiplex 990 SFF
Intel i5 3.1Ghz
4GB Ram
1TB HDD
MSI Geforce GTX 1050 2GB
250w PSU

so here is my issue:

at the moment the system is running Windows 10 using the normal HD intel graphics, I bought a GTX 1050 2gb, when I install the card in to the computer I get a display on my 4k TV via the HDMI which shows the Dell splash screen, I can go in to bios and still the card is outputting its display, but as soon as I get to the windows log in, the screen switches off and displays "no signal input".

there is no option in my bios to disable the Intel HD graphics nor do i see any reference to the installed graphics card, so I removed the card and booted into windows using the normal intel HD graphics and disabled the Intel graphics from device manager, shut down, reinserted the card into the PCI slot and rebooted

success! i got to windows but with huge icons, so I checked device manager again and it had recognised the GTX 1050 but had a hazard warning logo in it saying something like it was using the wrong driver....

Next, I put the driver CD i got with the card in to the CD drive and opened it. I then get a message "failed to load hardware monitor driver" so instead i installed the driver form the MSI website. during the installation the screen resolution changed and shut off again! "no signal input" I waited for a while to make sure the installation had completed before I had to blindly power off the system.

the card comes back out and I go back to HD intel graphics,

I have no idea whats going on? I find it strange that I have display throughout boot but then it shuts off at the last minute.

I have also updated bios to the newest A23 bios.

does anyone have any idea what else could cause this issue, I know it's only a 250w PSU, but I've seen other people get it working using the standard PSU?....

hope this all makes sense, cos it doesn't to me....

Usually you need to boot into Safe Mode (F6), create a System restore point,and remove the HD graphics drivers. Then install the GPU and in Safe Mode+ Network get the latest GPU drivers installed. I looked in the Dell manual and didn't see a low powered PCIe slot so this should work.
If it's a legacy BIOS GPU you will need to disable Secure Boot in the EUFI BIOS.
