Wont shut down after new parts

Hello guys!

So I decided to upgrade my GPU, and replaced my old Gigabyte GTX 660 for a ASUS GTX 970, when I got the card and was about to install it I noticed that my current psu ( NOX URANO VX650) had 2 PCI-e 6 pin only cables and not the 8 pin PCI-e that the gpu required, So I had a quick search online and got a second hand psu ocz stealthxstream 2 700w, after I installed everything I turned on power on the psu button and noticed the led on pci-e on the GPU lighted on, I then proceed and turned on the computer, went direct to Bios to have a quick check on everything, didn't change a thing and went "save changes and exit". Then it took a few seconds to my pc to reboot, then the power went off for +-10 sec and booted on again ( before, it used to be instantaneous to reboot after exiting the bios and the power never went of on restart) Booted normally, installed the new drivers for the video card from Nvidia experience, tested the system and everything works fine and the gpu performs good. Only when I shut down the computer, windows shuts down as normal, the monitor stops receiving signal and the HDD led on the case stops blinking (which I asume the windows shut down) but the fans and the liquid cooler still powered on and keeps that way.. after I would say a minute I press continuously the power button and the system powers off. In the next boot, everything starts like nothing happened and no error messages are displayed. I have no idea whats happening as I don't to much about the subject.

ASRock Z77 pro4
i5-3570k @ 4.4 Ghz
kingston Hyperx beast 2 x 4Gb
Crucial SSD 124 Gb
Cooler master seidon 120XL (connected to PWR_FAN on the Mobo)
ASUS strix GTX 970 4Gb
case is a Zalman Z11 plus

Try downloading Cooler Master software for liquid cooling and try tweaking some settings there, but for the case fans, I don't know how they don't turn off because when you turn off your PC, the PSU doesn't deliver the power anymore to anything, it should stop at the moment when all other components go off. Try turning off PSU on its off button and both the case fans and liquid cooling will go off for sure.

I did turned it off but the same problem persists, is it normal that as soon as I turn ON the PSU on its power button, the kwyboard LED's go ON as well as the PCI-E led on the GPU?
